Policy Support for Justice-Involved Treatment Access in Arkansas

Arkansas is experiencing notable barriers to accessing integrated treatment for justice-involved individuals with co-occurring mental health and substance use disorders. Currently, Arkansas has a high percentage of individuals in its correctional facilities who suffer from mental health issues, with estimates suggesting that more than 70% of those incarcerated have a mental health or substance use disorder. While local programs exist to address these issues, systemic barriers often hinder effective treatment delivery and contribute to high recidivism rates.

The individuals facing these challenges are predominantly low-income, marginalized populations, who often lack the resources or knowledge necessary to navigate the complex systems of care.
